Districts

The state of Israel is divided into six districts , Hebrew mechozot ( מחוזות; Singular machoz ), divided.

In addition, the official statistics include the area of Judea and Samaria (אזור יהודה והשומרון, Ezor Jehudah veSchomron). This includes the Jewish settlements and the Jewish population in the occupied areas of the West Bank, excluding the annexed areas in and around East Jerusalem . Judea and Samaria do not belong to the state of Israel and are administered by the Israeli military .

There are three different types of local government: city ​​government , local government and regional government .

City administration

The city administration - plural: Hebrew עִירִיּוֹת Irijot (עיריות) / singular: Hebrew עִירִיָּה Irija (עיריה) - is the administrative form of the largest municipalities in Israel. City administration status is given by the Israeli Minister of the Interior to applying localities, which normally have more than 20,000 inhabitants. Exceptions are possible in isolated cases. In 2008 there were 71 city administrations.

Local government

A local government , in Hebrew מועצה מקומית Mo'atzah Mekomit , English local council , hence also local association, is an administrative unit for the smaller urban settlements and the larger agricultural communities. A local government has between 2000 and 20,000 inhabitants and is thus part of the administrative structure of Israel between cities and rural regional associations. In 2007 there were a total of 141 local governments in Israel.

Regional administration

Regional administrations , Hebrew אזורית Mo'atza Azorit , are the third type of local government in Israel. This is often a two-level administration.

The regional administration is responsible for several smaller settlements in rural areas, which often have their own community committee. The settlements are usually spread over a larger area, but in geographical proximity to each other. The individual settlements within a regional association have fewer than 2000 inhabitants.

The community committee of a settlement sends delegates to the regional administration who are directly appointed in proportion to the number of inhabitants or who are elected by election. Many kibbutzim and moshavim are part of a regional administration. In 2003 there were 53 regional associations in Israel.

Local government tasks

The municipal authorities are responsible for setting up schools, kindergartens, cultural centers, hospitals, the road network, public parks, water supply, garbage disposal and social welfare. The local government also promotes sport and culture.

The legal basis for the work of the local authorities is provided by local ordinances that supplement the state laws and have been approved by the Ministry of the Interior. Some local governments have special courts in which violations of local community ordinances are tried.

Local government is financed through local taxes and fees, payments for its services and concessions, and government grants. Every local government is checked by an inspector who prepares an annual report.

The legal basis, the Municipal Corporation Ordinance of 1934, dates back to the British mandate. In 1964, the State of Israel confirmed the Municipal Corporation Ordinance and amended it slightly. The local authorities are organized as legal bodies. They have their own competencies in legislation, taxation, financial management and in cooperation with other bodies in their area.

Local authorities are run by local councils whose members are elected every five years on the basis of proportional representation of their parties. The number of seats on the councils is determined by the size of the population; it is between nine and 31 members for city councils and five to 21 for local councils. The mayors and the chairmen of the municipal and regional councils are directly elected by the population.
