Azerbaijan is divided into rayons , cities and an autonomous republic .
Azerbaijan is divided into:
- 59 Rayons ( Rayonlar; Singular: Rayon; plus 7 in the Autonomous Republic)
- 11 independent cities ( Şəhərlər; singular: Şəhər; plus 1 in the Autonomous Republic)
- 1 Autonomous Republic (Muxtar Respublika)

The Nakhchivan Autonomous Republic is divided into seven districts (Rayonlar) and a city (Şəhər):

Cities
The largest cities are (as of January 1, 2008): Baku 2,064,900 inhabitants, Gəncə 303,268 inhabitants, Sumqayıt 265,150 inhabitants, Mingəçevir 95,453 inhabitants, Qaraçuxur 72,989 inhabitants and Şirvan (until 2008 Əli Bayramlı) 70,220 inhabitants.
