The list of cities in Azerbaijan provides an overview of the development of the population of all cities in Azerbaijan today .

The following table contains all cities that currently (as of January 1, 2011) have city status ( Azerbaijani şəhər ). The figures given are the population figures from the censuses (VZ) of the Russian Empire of January 28, 1897 and of the Soviet Union of December 17, 1926, January 17, 1939, January 15, 1959, January 15, 1970, January 17, 1979 and December 12 January 1989, as well as a calculation (each rounded to a full hundred) by the Azerbaijani statistical office for January 1, 2008 and January 1, 2014.

The higher-level administrative unit ( rayon ) to which the city belongs is also listed. The cities of Baku (Bakı), Ganja , Lankaran , mingachevir , Naftalan , Şəki , Shirvan , Stepanakert (Xankəndi), Sumqayıt , Shusha and Yevlax and within the Nakhchivan Autonomous Republic ( Azerbaijani Naxçıvan Muxtar Respublikası ) the city Naxçıvan have a special status and are not Rayon on. The population figures refer to the actual city without the suburbs.

Part of the territory of Azerbaijan is occupied by the Nagorno-Karabakh Republic , a de facto stabilized regime in Nagorno-Karabakh and the surrounding areas that is not recognized by the international community. The entries for the cities located there are highlighted in gray in the table. These cities are outside the sphere of influence of the Azerbaijani authorities, therefore the table for 2008 shows the de facto number of inhabitants determined by the Nagorno-Karabakh authorities . The de jure population figures, determined and updated by the Azerbaijani authorities from the number of refugees from these cities, are attached in notes.

The Nagorno-Karabakh authorities use names that differ from the Azerbaijani names given in the table for most places in the area and no longer recognize the city status of some places, as they are largely or completely depopulated as a result of the conflict. This is also noted in the notes, as is the inconsistent administrative structure according to provinces with different names instead of the Azerbaijani rayons. On the other hand, the towns of Askeran (Azerbaijani Əsgəran ), Hadrut and Midschnawan (Azerbaijani Mincivan ), which are not listed in the table, apply to the Nagorno-Karabakh authorities as cities, which they are not according to Azerbaijani law.
