The 4th Youth World Cup took place from August 16 to 31, 1991 in Italy , for the first time as the U-17 World Cup . The defending champion was the national team of Saudi Arabia , which could not qualify for this tournament. The new title holder was the national team of Ghana .
The selection of the DFB could qualify for the tournament. After surviving the preliminary round, however, they failed in the quarter-finals against later finalists Spain.
