The 18th U-17 World Cup took place in Brazil from October 26 to November 17, 2019 . First, FIFA awarded the tournament to Peru in March 2018 . In February 2019, however, the tournament was withdrawn from the Peruvians after visitations to Peru and a new host was sought. In March 2019, Brazil was announced as the new host. This is the first time that Brazil is hosting a FIFA youth tournament. The defending champion is England , but they failed to qualify. Players born in 2002, 2003 and 2004 are eligible to play.
Choice of venue
Peru and Rwanda had applied to host the tournament, but Rwanda withdrew its application in March 2018. Peru was the only candidate to win the bid at the FIFA Council meeting on March 16, 2018 in Bogotá. It should take place from October 5th to 27th, 2019. After Peru was withdrawn from the tournament on February 22, 2019, the Brazilian association was asked to host it, and after acceptance, the country was named as the new host by the FIFA Council on March 15, 2019. However, the tournament has been postponed by a month because Brazil will host the Copa America 2019 in June / July .
Venues
On June 3, 2019, the venues were announced at the FIFA Congress in Paris. The game is played in four stadiums in three cities in the states of Goiás , Espírito Santo and the Distrito Federal . The national stadium in Brasília was originally intended for the opening game, but was no longer included in the final schedule.

qualification
In addition to the automatically qualified host Brazil, 23 other teams from all six continental associations will qualify for the final round of the U-17 World Cup 2019. The U-16 and U-17 continental championships serve as qualifications.
- The Asian Association AFC has four starting places for the World Cup. These were awarded as part of the U-16 soccer Asian Cup 2018 , which took place in Malaysia in September and October 2018 .
- The African Association CAF has four starting places for the World Cup. These were awarded as part of the U-17 African Cup of Nations 2019 , which took place in Tanzania in April 2019 .
- The North and Central American Association CONCACAF has four starting places for the World Cup. These were awarded as part of the 2019 CONCACAF U-17 Championship , which was held in the USA in May 2019 .
- The Football Association of Oceania has two starting places for the World Cup. These should be awarded as part of the U-16 Soccer Oceania Championship 2018 , which took place in Honiara , the capital of the Solomon Islands , in September 2018 . First, the victorious New Zealanders and hosts, the Solomon Islands, qualified second. The starting place was later withdrawn from the Solomon Islands because they are said to have used an older player. This was disputed by the Solomon Islands and the admissibility of the operation was proven by presenting a passport, so that the second starting place was awarded to the Solomon Islands on May 4th, who thus participate for the first time.
- The European Association UEFA has five starting places for the World Cup. These were awarded as part of the 2019 European Under-17 Football Championship , which took place in Ireland in May 2019 . Germany and Austria who were drawn into a group could also qualify for this. Both were eliminated in the group stage.
- The South American association CONMEBOL has five starting places, one of which went to host Brazil and the other four were awarded at the 2019 U-17 South American Football Championship in Peru , which took place from March 21 to April 14, 2019.

draw
The draw took place on July 11, 2019 at the FIFA headquarters in Zurich . The 24 teams were drawn in six groups of four teams each. Host Brazil was automatically placed in Pot 1 at position A1. The remaining teams were allocated to the other lottery pots based on their performance in the last five editions of the U-17 World Cup. Starting with the teams from Pot 1, the teams were drawn into the groups. Teams from the same continental association could not be drawn into a group.

The preliminary round is held in six groups with four teams each. The group winners and runners-up as well as the four best thirds in the group qualify for the round of 16. The rankings of the teams are determined according to the following criteria:
- a. Number of points from all group matches
- b. Goal difference from all group matches
- c. Number of goals scored in all group matches
Cut two or more teams according to the criteria a.-c. immediately, the final placement is determined according to the additional criteria:
- d. Number of points from the direct encounters of the teams with the same points in the group matches
- e. Goal difference from the direct encounters of the teams with the same point in the group matches
- f. Number of goals scored in group matches between teams with the same number of points
- G. Number of points from the fair play evaluation, determined on the basis of the number of yellow and red cards in all group games with the following deductions (first yellow card = −1 point, second yellow card / yellow-red card = −3 points, red card = −4 points , yellow and red card = −5 points)
