The Umlandverband Frankfurt (UVF) from 1975 to 2001, the most important instance of inter-municipal cooperation in the metropolitan area around Frankfurt . It became part of the planning association for the Frankfurt / Rhein-Main conurbation , and since 2011 it has been the regional association for FrankfurtRheinMain .

Organizational form

The UVF was a multi-purpose compulsory association , i. H.

The legal basis was the Hessian law on the formation of the Frankfurt Umlandverband (UFG) of September 11, 1974.

prehistory

The rapid growth due to the economic miracle and the strong population growth due to the integration of the displaced led to the political goal of systematic spatial planning . The Federal Spatial Planning Act of April 8, 1965 and the Hessian State Planning Act of 1962 formulated the framework. One of the most popular regions was the Rhine-Main area. It was named second in the 1967 regional planning report . The challenge was that the Rhine-Main area extended to the three federal states of Bavaria , Hesse and Rhineland-Palatinate . After cross-border spatial planning did not seem possible, the focus was on the closer area around Frankfurt.

In 1962, on the initiative of the City of Frankfurt, the Lower Main Regional Planning Association was founded on a voluntary basis . This was converted into a special purpose association on July 21, 1965. Members were the cities of Frankfurt, Hanau and Offenbach as well as the districts of Friedberg , Hanau , Obertaunus , Offenbach and Usingen . There were also the districts of Dieburg and Main-Taunus-Kreis with parts of the district area. In the association assembly, Frankfurt had 21 of the 62 MPs and, with Hanau and Offenbach, had a narrow blocking minority.

The regional planning community Untermain was one of 5 regional planning communities that provided for the Hessian regional planning program (HLROP). With the State Planning Act of 1970, the Untermain Regional Planning Association became a compulsory association.

The discussion about the regional reform in Hesse from the end of the 1960s also included the Untermain Regional Planning Association. In particular, the city of Frankfurt itself, which wanted to watch over by incorporating neighboring cities and gain as much influence as possible, faced the cities and districts of the surrounding area, which wanted to defend their independence as much as possible. The ruling SPD Hessen was deeply divided on this issue.

The background was the historically grown, small-scale structure of the Rhine-Main area. While Berlin with the Greater Berlin Act and Hamburg with the Greater Hamburg Act in the first half of the 20th century incorporated large areas of neighboring communities and thus became one of the largest cities in Germany, Frankfurt was the center of a metropolitan area of similar size, but as City remained significantly smaller. It was surrounded by a number of important but independent cities.

The city of Frankfurt itself therefore sought to create a regional city ​​of Frankfurt in which the planning community would have merged. A less far-reaching Frankfurt-centered model was discussed under the heading Stadtkreis . The surrounding municipalities and districts suggested converting the planning association into a neighborhood association and the formation of a development company GmbH . Ultimately, the model of the regional association prevailed as a compromise solution.

Criticism of the delimitation of the association area

The delimitation of the association's area was an important point of criticism throughout its existence, both from supporters and opponents of the surrounding association.

The association area did not include the entire Rhine-Main area , but predominantly the narrower urban region (core city and suburbs ) of Frankfurt. But this was done on purpose, because otherwise the number of communities to be involved would have become unmanageable.

Due to the extensive orientation towards the borders of the districts , however, a layout was created that was not congruent with the Frankfurt metropolitan area:

  • By joining the Hochtaunuskreis as a whole, the seven rural Hintertaunus communities north of the Taunus ridge came into an association that actually had to solve the problems of a metropolis .
  • For fear of losing its own power, each district wanted as few communities as possible to join the UVF. The result was a less than satisfactory compromise: from the districts of Wetterau, Main-Kinzig and Groß-Gerau, only one city each joined the UVF.
  • As a result, two important suburban subregions did not come into the surrounding area: the area around Hanau in the east of the city region, and the area around Rüsselsheim .

Metropolitan Area Act
