In addition to 1. FC Köln and VfL Bochum, Energie Cottbus was promoted to the Bundesliga. Not promoted from the regional league until 1997, Cottbus was the fourth Bundesliga club from the former GDR league after Hansa Rostock , Dynamo Dresden and VfB Leipzig .

Tennis Borussia was subsequently revoked on June 5, 2000 for the past season. According to the DFB regulations, Berlin was placed last in the table. With this decision, the Stuttgarter Kickers stayed in the league despite being relegated. In addition to Berlin, Karlsruhe and Offenbach, Fortuna Cologne also rose to the third class. This ended the longest uninterrupted membership (26 years) of a club in the 2nd Bundesliga.
