The 2nd league in 2003/04 was the 56th season of the second highest Polish men's soccer division. It started on August 8, 2003 and ended on June 11, 2004.

The season started with 18 teams. After the first half of the season Błękitni Stargard Szczeciński and KSZO Ostrowiec Świętokrzyski withdrew. The remaining 16 clubs ended the season after 30 match days.
The champions and runners-up were promoted directly to the first division , while the third-placed player was promoted through the play-offs. The clubs in places 11 to 14 played in relegation against relegation. The teams from 15th place were relegated directly to the 3rd division .
