The preliminary round of the league was held in two regional groups. The seven teams in each group played a single round , so that each club played one home and one away game against all other teams in its group. The top two in each group qualified for the finals. In another single round, the champions and direct promoters to the league were played.

The last of the two groups should descend directly. The champions of the national leagues played the two promoted teams in two regional groups. At short notice, a further increase in the group league was decided so that there was no sporting relegation and all interested state league champions moved up.
