International recognition of the State of Palestine
Of the 193 member states of the United Nations , 138 (72%) have recognized the State of Palestine as an independent state . Their total population is more than 5.5 billion people, which is roughly 80% of the world's population. Since November 29, 2012 ( UN Resolution 67/19 ), the State of Palestine has the status of an observer state at the United Nations . This upgrading of Palestine's status under international law gave the Palestinians access to the International Criminal Court and other UN agencies. The State of Palestine has also been a full member of UNESCO since 2011 . An application by the PLO for the state of Palestine to join the WHO failed in 1989 after the USA announced that it would stop funding if Palestine was accepted.
