  • Of the 193 member states of the United Nations , 138 (72%) have recognized the State of Palestine as an independent state . Their total population is more than 5.5 billion people, which is roughly 80% of the world's population. Since November 29, 2012 ( UN Resolution 67/19 ), the State of Palestine has the status of an observer state at the United Nations . This upgrading of Palestine's status under international law gave the Palestinians access to the International Criminal Court and other UN agencies. The State of Palestine has also been a full member of UNESCO since 2011 . An application by the PLO for the state of Palestine to join the WHO failed in 1989 after the USA announced that it would stop funding if Palestine was accepted.

    The Holy See , which has observer status at the United Nations, has been using the term "State of Palestine" in documents since January 2013 and has continued its diplomatic relations with the State of Palestine instead of the PLO since the State Church Treaty was signed in January 2016.     The state of Palestine was recognized by several states that no longer existed or were renamed (including North Yemen and South Yemen , Yugoslavia , the Soviet Union , Czechoslovakia , Zaire ); in some cases the corresponding successor states also recognize the state of Palestine (for example Serbia and Russia , but not Croatia and the Baltic states ). The German Democratic Republic also announced its recognition on November 18, 1988.     Recognition recommendations by parliaments

    In the United Kingdom , Spain , France , Ireland and Portugal , parliaments issued recommendations for recognition in 2014, but the respective governments have not yet followed them. In December 2014, the EU Parliament declared that it supported recognition by member states “in connection with continued peace negotiations”.
