from Wikipedia, the free encyclopedia

This list of the members of the provisional state assembly of Upper Austria lists all the members of the provisional state assembly of Upper Austria that was convened in Upper Austria after the end of the First World War . The provisional state assembly held office from November 18, 1918 to May 15, 1919.

history

After the dissolution of Austria-Hungary had begun in October 1918, provisional state parliaments were constituted in November 1918 in the countries of the remaining “ German Austria ”. In the province of Upper Austria, on the basis of the mandate of the executive committee of the provisional national assembly, the provisional provincial assembly of Upper Austria was constituted on November 18, 1918, which held office until May 15, 1919 and laid the basis for the activities of the Upper Austrian provincial parliament after the provincial elections in 1919 . 103 people were nominated for the provisional state committee, but two members were never able to exercise their mandate due to illness. For the composition of the provisional state assembly, the results of the Reichsrat elections in 1911 were used , since universal suffrage had already been introduced. Following the agreement of the political groups, the Christian Social Party sent 63 members to the state parliament (two other members had fallen ill), the German Freedom Party and the Greater Germans made 23 members, the Social Democrats 15 members.

Like any semi-revolutionary instrument, this body had a limited democratic legitimation. The provincial assembly was not preceded by elections, rather the political parties of Upper Austria nominated in 1918 - similar to the other federal provinces - mostly the members of the state parliament or the Reichsrat elected in the monarchy, but with the note that they were no longer representatives of a curia, but the political parties.

After governor Johann Nepomuk Hauser (CS) had formed the provisional state government together with his deputies Max Mayr (CS), Franz Langoth (DN) and Josef Gruber (SDAP) between November 2, 1918 and November 17, 1918, the provisional elected Provincial Assembly on November 18, 1918 the Provisional State Committee (Provincial Government), which consisted of 12 members and Governor Johann Nepomuk Hauser. There were also 12 substitutes. According to an agreement between the parties involved, eight of the thirteen members of the state committee were made up of the Christian Socials , three of the German Nationalists and two of the Social Democrats. From April 11, 1919, the state committee members were referred to as state councils.
