The two best teams in each group formed two groups of six in the second group, the remaining teams played their own round with also two groups of six. The results from the direct duels of the first round were adopted. The four best teams in the second round determined the new world champion in the semifinals and final. The other teams also played places five to 24 in knockout games.

The new world champion would have qualified for the 1980 Olympic Games and the 1981 Volleyball World Cup . However, since the Soviet Union hosted the Olympic tournament and as its winner received a starting place for the World Cup, the World Cup second Italy took over the place.

qualification

Host Italy and the top twelve teams from the last World Cup were automatically qualified. The remaining starting places were for the best-placed teams in the last continental tournaments. At the European Championships in 1977 three starting places were awarded. Two further representatives each came from the other continents to the final round, which were determined in 1976 in Asia and Africa and in 1977 in the NORCECA Association and in South America . Yugoslavia was later replaced by Finland and Puerto Rico by the USA.
