qualification

Host Argentina and the top twelve teams from the last World Cup were automatically qualified. The remaining starting places were for the best-placed teams in the last continental tournaments. At the European Championships in 1981 three starting places were awarded. Two further representatives each came from the other continents to the final round, which were determined in 1979 in Asia and Africa and in 1981 in the NORCECA Association and in South America .
