The sixteen participants played in four groups of four in the first round. The group winners were set for the quarter-finals. The runners-up and thirds reached the round of 16. The losers in the quarter-finals played for positions five to eight, the winners determined the new world champion in the semi-finals and final.
Host Brazil and defending champions Russia qualified automatically. The reigning continental champions from Europe (the Czech Republic moved up as a finalist instead of Russia), Asia ( China ), South America ( Peru ) and NORCECA ( Cuba ) also had their starting place. The other participants were determined in qualifying tournaments, with teams from different continents being brought together.
Europe and America
The teams from Europe and America were divided into seven groups, the winners of which qualified for the World Cup.
In Asia five teams competed for qualification. Japan used their home advantage and won against Kazakhstan and Australia without losing a set . South Korea beat hosts Taiwan 3-0 twice in Taipei .
Africa and Oceania
From October 9th to 11th, Kenya and Australia played against each other three times in Nairobi . After two wins (3: 0 and 3: 1), the hosts qualified and lost 3-1 in the last game.
