Anagrafe Italiani Residenti all'Estero
Anagrafe Italiani residenti all'estero ( AIRE ) was the official list of the foreign resident Italian citizens . Since 2017, it has been transferred, together with the municipal registers of residents of Italy (Anagrafe della Popolazione Residente, APR), to the central electronic register Anagrafe Nazionale della Popolazione Residente (ANPR) maintained by the Ministry of the Interior .
The AIRE register was introduced in 1990. The municipalities were solely responsible for maintaining the register and forwarded their relevant data to a central register at the Ministry of the Interior. The legal basis was formed by Law No. 470 of October 27, 1988 and the Implementing Ordinance DPR No. 323 of September 6, 1989. The legal basis for the successor to ANPR is Legislative Decree 82/2005 (Art. 62), which was adopted by Legislative Decree 179 / 2012 (Art. 2) was modified.
The AIRE (and today in its successor register for Italians living abroad within the ANPR) contains the personal details of Italian citizens who move their place of residence from an Italian municipality abroad for at least one year or who live permanently abroad. This also includes Italian citizens born abroad. Entered in the AIRE Italians abroad have all in the Constitution and the laws specified rights , in particular the retention of Italian citizenship and active right to vote . In this regard, registration in the AIRE entitles the holder to vote by post in parliamentary elections or referendums . The AIRE directory forms, among other things, the data basis for the distribution among the four international constituencies of the 18 parliamentary seats to be allocated abroad .
The data migration from the AIRE to the ANPR does not change the status or rights of Italians living abroad.

As of December 31, 2007, a total of 3,649,377 Italian citizens were registered in the AIRE. Of these, around 2.072 million are in Europe , 1.018 million in South America , around 360,000 in North and Central America, and almost 200,000 in Africa , Asia and Oceania . The largest municipalities of Italian citizens are in Germany (582,111), Argentina (527,570), Switzerland (500,565), France (348,722), Belgium (235,673), Brazil (229,746), United States (200,534), United Kingdom (170,927), Canada (131,775) and Australia (120,239).
The regions with the most entries in the AIRE are Sicily (600,065), Campania (381,694), Apulia (308,150), Calabria (302,452), Lazio (271,693), Lombardy (255,990), Veneto (246,528), Piedmont (155,563) and Abruzzo (148.486).
