Committees of the State Parliament of Mecklenburg-Western Pomerania
In accordance with Article 33 of the constitution of the state of Mecklenburg-Western Pomerania , the state parliament sets up committees to prepare its negotiations and resolutions , the composition of which must correspond to the strength of the parliamentary groups. In the second session of the 7th state parliament on November 1, 2016, it was decided to set up nine committees, each with eleven members. Thus the committees each consisted of four representatives from the SPD parliamentary group , three representatives from the AfD parliamentary group , two representatives from the CDU parliamentary group and two representatives from the DIE LINKE parliamentary group .
After the parliamentary group "Citizens for Mecklenburg-Western Pomerania" (BMV) split off from the AfD parliamentary group, the state parliament decided in its 20th session on September 28, 2017, to distribute the mandate to four representatives of the SPD parliamentary group, two representatives of the CDU parliamentary group to adapt two representatives of the AfD, two representatives of the DIE LINKE parliamentary group and one representative of the "Citizens for Mecklenburg-Western Pomerania" parliamentary group.
The committees act within the framework of the mandates given to them by the state parliament and make recommendations for resolutions to the state parliament plenum. In addition, the eight specialist committees have their own specialist competence based on the appointment decision. In this context, they can deal with matters from their area of responsibility and make recommendations to the state parliament.
The petitions committee is specifically regulated in Article 35 of the constitution of the state of Mecklenburg-Western Pomerania, its competence is not delimited by subject, but includes the handling of all suggestions, requests and complaints of the citizens as well as the reports of the representatives of the state parliament.
The committee meetings are not open to the public; the committee may decide otherwise for individual meetings or items to be discussed. For hearings, Section 17 (2) of the Landtag's rules of procedure stipulate that these are generally public. Special provisions apply to the committee of inquiry under the Committee of Inquiry Act.

The committee is also responsible for dealing with the reports of the representatives of the state parliament, namely the state representative for data protection and freedom of information and the ombudsman. The law governing the handling of suggestions, requests and complaints from citizens and the Ombudsman of the State of Mecklenburg-Western Pomerania regulates this: "Everyone has the right, individually or in community with others, to submit proposals, requests and complaints (submissions) in writing to the state parliament or to contact the Ombudsman.
