Benjamin Sanford "Ben" Paulen (born July 14, 1869 in DeWitt County , Illinois , † July 11, 1961 in Fredonia , Kansas ) was an American politician and from 1925 to 1929 the 23rd governor of the state of Kansas.

Early years and political advancement

Paulen came to Wilson County , Kansas, with his parents as a child . He attended local schools and later he spent a year at the University of Kansas , before the Stratton Business College in St. Louis ( Missouri visited). After completing his training, he first worked in his father's shop. He then became president of Wilson County Bank ; then he was in charge of finance at Kansas Life Insurance Company . Paulen's political career began in 1900 when he was elected to the Fredonia council. He held this mandate until 1904. This was followed by a year-long term as mayor of that community before he was elected to the Kansas Senate in 1913 . He stayed there until 1921. Between 1917 and 1921 he was also the state oil inspector of Kansas. Eventually he was elected Lieutenant Governor of Kansas in 1922. He served in this capacity from 1923 to 1925. In 1924 he was elected as a candidate of the Republican Party for the new governor of Kansas.

Kansas Governor

Paulen's tenure began on January 12, 1925 and ended after successful re-election on January 14, 1929. During his time, the mineral oil tax was introduced, university administrations were reorganized, new school buildings were financed and built, and the sale of cigarettes was legalized and taxed. In addition, a new electoral law was passed and the banking committee reformed. A new accounting system was introduced in the budget area ( Accounting and Budget System ). Otherwise, Kansas benefited from the general boom of the 1920s.

After his tenure ended, Paulen became president of the Kansas Bankers Association . He was also a member of the nationwide Bankers Association . In 1932 he applied unsuccessfully for a seat in the US Senate . In 1939 he became chairman of the Kansas Welfare Committee and in 1957 he was a member of a committee to review the state constitution. Ben Paulen died in July 1961 at the age of 91. He was married to Barbara Ellis.
