Samuel Dale "Sam" Brownback (* 12. September 1956 in Garnett , Anderson County , Kansas ) is an American politician of the Republican Party . He was governor of Kansas from January 2011 to January 2018 . He previously represented this state in both chambers of Congress .

Brownback has been United States Ambassador-at-Large for International Religious Freedom since February 1, 2018 .

biography

Brownback was born in Garnett and grew up in the neighboring parish of Parker . He was involved in Future Farmers of America when he was in high school . In 1982 he graduated from the University of Kansas with a law degree . In 1994 he was first elected to the United States House of Representatives; just two years (1996) later, he won the US Senatorial election for Kansas against the Democrat Jill Docking. This seat had become vacant after Robert Joseph "Bob" Dole stepped down from the Senate Senate and Republican Majority Leader in the summer of 1996 in favor of his presidential campaign. In 2004 he was clearly re-elected with 69% of the vote against Lee Jones. Brownback's most important role in the Senate was as a member of the United States Senate Committee on the Judiciary .

He did not run for re-election in 2010 because he supported a limit on the term of office for members of Congress. Instead, he successfully ran for governor of Kansas. With a share of the vote of 63.3 percent, he clearly won against the Democrat Tom Holland , so that he could succeed Mark Parkinson on January 10, 2011 . Brownback's lieutenant governor is Jeff Colyer .

In the 2014 gubernatorial election , Brownback stood for a second term. His Democratic Party challenger was Paul Davis , his party's parliamentary leader in the state House of Representatives . Although rural Kansas was seen as a Republican majority, Brownback's re-election was seen as uncertain due to falling approval ratings. Davis was able to lead several polls between April and September. His challenger's candidacy was also openly supported by more than a hundred Republican politicians who were dissatisfied with Brownback's policies. On election day, Brownback was finally able to prevail with a four percent lead over Davis. This enabled him to take up a second term in 2015.

He is married to Mary Stauffer and has five children with her (three daughters and two sons; two of the children are adopted).

Political attitudes

Brownback is considered a favorite of the religious right , much of the Republican electorate. His political attitudes are very conservative . He rejects same-sex marriage as well as pornography , is in favor of the introduction of intelligent design teaching in schools in parallel with the theory of evolution and strictly rejects abortion . Regarding the number of abortions in the US, he publicly referred to it as the "Holocaust". He is of the opinion that the constitution of the United States does not include the right to privacy and, in contrast to former US President George W. Bush, is critical of the death penalty and calls for its limitation. In October 2007, he favored the Israeli politician Benjamin Elon's plan to expel the Palestinians from Gaza , the West Bank and East Jerusalem . Brownback visited several refugee camps in Sudan and called for military intervention in the event of genocide. Unlike many Republicans , he supports the recognition of illegal immigrants. He justified this with a quote from the Bible. In April 2009, his bill to limit the trade in conflict minerals failed in Congress. However, in 2010 he negotiated an amendment to the Dodd – Frank Act , which contained precisely these provisions. Section 1502 of the law now imposes documentation and publicity obligations on companies to ensure that no raw materials are used that are used to finance the armed conflict in the Democratic Republic of the Congo or a neighboring country.

He tried to stimulate the Kansas economy with massive tax breaks. For example, the tax rate for small businesses has been reduced to 0. Brownback linked this with the hope of new jobs. Now Kansas has big problems with revenue. Schools had to be closed. New jobs were created. However, the increase was below that of comparable federal states. As a result of these effects, Brownback had to fear his re-election and is now considered the most unpopular governor in the USA.

In March 2017, the Kansas Supreme Court ruled that education spending was unconstitutional for failure to complete mandatory schoolwork. In June, both Republican-dominated Houses of Parliament forced Brownback to raise taxes of 1.2 billion over two years against his first veto.

2008 US presidential election

It was considered likely that Brownback would face the vote of the party members as a Republican presidential candidate. He was promised support by the well-known television preacher Pat Robertson . On December 5, 2006, Brownback announced his candidacy for the 2008 presidential election on his website, which he had to give up in October 2007 due to a lack of donations.
