action

After Katniss was attacked by Peeta, who was subjected to psychological torture before his liberation by the rebels in the Capitol, she has to be treated on the neck and can only fully use her voice after a while. Under Plutarch Heavensbee's guidance, Peeta is also covered. Katniss' sister Prim is sent to him for a first admission, but Peeta has a fit of anger. Affected, Katniss applies to President Coin to be sent to the Capitol because she wants revenge on Snow. Instead, the president sends her to the strategically important District 2 because the fighting there is still going on and she is supposed to give hope to the rebels. Gale, still jealous of Peeta, accompanies them. When Gale and the engineer Beetee discuss plans for a new booby trap, which will be followed by another shortly after an initial explosion in order to meet any helpers, Katniss is appalled by the unscrupulous war tactics.

In District 2, the leader Lyme explains the planned attack on the "Nut", a fortress of the Capitol built deep into the mountains and its strategically most important military base. Bombing sets off debris avalanches, blocking the entrances and trapping the fortress' inmates in the mountain. Only one escape route for civilians and resigning soldiers remains open. In fact, the opponents can be moved to surrender. However, when Katniss is supposed to give a speech to the refugees for propaganda purposes, she is injured in a shootout. The Capitol leadership is watching closely, and President Snow kills Defense Secretary Antonius, whom he accuses of failure, with a poisoned drink.

After another stay in the infirmary, Katniss is allowed to visit Peeta for the first time, who has regained memories of her, but still feels hatred for her. Katniss' request to fight on the front lines is rejected by President Coin. During the wedding of Annie Cresta and Finnick Odair, Katniss, together with Johanna Mason, developed the plan to smuggle themselves into the Capitol in a supply hovercraft. There she is quickly recognized and received with great enthusiasm. Coin is outraged by the disobedience, but makes a good face to the bad game and accepts Plutarch's advice to continue using Katniss for their own purposes. She sends Cressida's camera team as well as Finnick, Gale and several soldiers to her, and under the direction of Colonel Boggs, the newly formed team is to follow the imminent rebel attack and shoot propaganda spots, so-called proposals.

Snow decides to evacuate the outer boroughs and has all streets secured with "capsules", deadly traps. This is to remind the fight that Snow wants to broadcast live, of the Hunger Games. The rebels start their attack on the Capitol under the leadership of Commander Paylor from District 8. With the help of Boggs' holo map, in which most of the capsules are recorded, the team can avoid the first deadly traps. At Coins instruction, Peeta comes up, who has to be handcuffed for security reasons, but is to be used in the proposal. Boggs tells Katniss in private that free elections will be held after the fall of the Capitol and that Katniss will then pose a threat to Coin, so the president may be pursuing other goals by sending Peetas.

The next day, in the courtyard of the surrounding buildings, they encounter a capsule not shown in the holo, and part of the team is killed. With his last breaths, Boggs transfers access to the holo card to Katniss. Shortly afterwards, another capsule closes the entrances to the inner courtyard and it is flooded with oil . During the escape, two other team members are killed, also because Peeta can no longer control herself for a short time. The rest of the team escapes unnoticed, while the two Leeg sisters pull the fire of the advancing peacekeeping division on their location, destroying the entire building. Moments later, Caesar Flickerman announced the death of Katniss and her team on Capitol TV. The subsequent speech by Snow interrupts Beetee with a jamming signal and switches President Coin in between, who calls the whole of Panem to revolution.

Katniss claims she was supposed to assassinate Snow on secret orders from Coin. The rest of the team, believed to be dead, therefore dodges the sewer system to penetrate into the heart of the Capitol. There they are attacked by mutants, which Jackson, Homes, Castor and Finnick do not survive. Katniss, Peeta, Gale, Cressida and Pollux escape to the shop of the former stylist Tigris, who offers them a hiding place. Peeta and Katniss, who saved each other's lives during the escape, get closer again. When Snow tells all Capitol residents to come to the safe area around his palace, Katniss and Gale mingle with the crowd. Rebel combat troops are already arriving, and in the chaos, Gale is dragged away by peacekeepers. Snow's palace guards call the children forward when a hovercraft with the Capitol sign flies in and drops parcels on parachutes, which explode when the children grab them. Rebel paramedics penetrate the injured children, including Prim. Another explosion follows shortly thereafter, killing Prim and rendering Katniss unconscious.

Katniss is treated by her mother in the infirmary. Haymitch explains to her that the Capitol surrendered and Snow was captured. Effie Trinket accompanies Katniss to the presidential palace. In the greenhouse she meets Snow, who is locked up with his roses. He makes it clear to her that he didn't let the explosive packages be dropped; he was already about to surrender. Rather, Coin, who wanted to sit on his chair, turned his guards against him with this tactical move and induced them to give up. Katniss wants to know from Gale if the explosives were from the rebels, and since he does not deny this, she finally says goodbye to him. Coin, meanwhile, declares herself to be the interim president of Panem for an indefinite period. With the remaining seven former winners of the Hunger Games (Peeta, Katniss, Haymitch, Annie Cresta, Beetee, Enobaria and Johanna Mason), she advises how to deal with the captive dignitaries of the Capitol. The winners are supposed to vote on Coin's proposal to hold "symbolic hunger games" with children from the Capitol instead of hundreds of executions in order to please the angry people. While Peeta is strictly against it, Katniss opts for it; In return, she demands to be allowed to kill Snow with her own hands.

During the public execution of Snow, Katniss aimed her bow at President Coin at the last moment and shot her instead of Snow. Then she wants to take poison, but Peeta prevents her and soldiers take her away. Snow is killed by the angry crowd. After a short imprisonment, Katniss receives a letter from Plutarch Heavensbee through Haymitch, who advises her to go into hiding and return to a normal life; Commander Paylor is emerging as future president and will pardon Katniss. Haymitch and Katniss return to the Winner's Village in District 12, where Prim's cat, Katniss, reminds her of her dead sister. One day Peeta appears there too. Heavensbee is now an advisor to the newly sworn president, Katniss' mother trains paramedics, Gale is the new police chief in District 2 and Annie Cresta gave birth to Finnick's son. In the evening, Katniss Peeta confesses her love for the first time. Years later they started a family together: Peeta plays with her son in a meadow while Katniss holds her newborn daughter in her arms.
