The Division 2 1963/64 was the 25th staging of the second highest French football league . The second division champions were the Lille OSC .

The 14 clubs that had not been promoted to the first division after the previous season and had given up their license - voluntarily or by force - were eligible to participate ; there were also four first division relegated teams.
Thus, the following 18 teams played for the division 2 championship this season :
- two teams from the far north ( Lille OSC , US Boulogne ),
- one from Paris ( Red Star Olympique ),
- five from the northeast ( US Forbach , FC Metz , relegated FC Nancy , FC Sochaux , Racing Club Franc-Comtois Besançon ),
- three from the west (relegated Le Havre AC , AS Cherbourg , FC Limoges ),
- seven from the south ( AS Béziers , the three relegated FC Grenoble , SO Montpellier and Olympique Marseille , AS Aix , SC Toulon , AS Cannes ).
There was only a direct promotion and relegation depending on the sporting result between the first and second professional division; After the Second World War , a descent into the third highest division had been introduced over a few years, but this was no longer in force. A second division officer could relegate alone in the event that he surrendered his license or it was withdrawn from him. Previous amateur teams, on the other hand, could only continue to move up to Division 2 for the following season if they received approval from the responsible association FFF to assume professional status.
This season there was again a relegation between the two worst-placed first division clubs who were not relegated directly and the two best second division clubs who were not directly eligible for promotion.
Season course
Each team played a return match against each group opponent, once in front of their own audience and once away. The two-point rule applied ; in the event of a tie, the goal difference was decisive for the placement. In France, when specifying the point ratio, only the number of plus points is given; here this is done in the notation used in Germany at the time of the 2-point rule.
With Lille, which had a clear lead, and Sochaux, two "founding members" of professional football in France from 1932 secured the two direct promotion places, which then also succeeded Toulon via the detour of the relegation round. In contrast, the four relegated last year did not even reach these barrages, although Marseille and Grenoble only just missed them. In the lower region of the table, the team from Aix, which had finished three of the previous four seasons as the bottom, surprised positively this time with a balanced point account and a place in midfield. In return, Béziers, who was tenth in the previous year, took over the “red lantern” of Division 2 .
In the 306 encounters 896 hits were scored; this corresponds to an average of 2.9 goals per game. Abderrahmane Soukhane (Le Havre) won the top scorer's crown with 21 goals. After the end of the season, Le Havre and Nancy gave up their professional status. For the following season three particularly well-known teams were added from Division 1 with Racing Paris , Stade Reims and OGC Nice . The football association did not issue new licenses for amateur clubs, so that the second division should then play with only 16 participants.

Relegation round
