The Division 2 1970/71 was the 32nd the second highest French football league . It was the first season in which the participating clubs no longer had to accept professional status; rather, from 1970 it was an open championship with professionals and amateurs.

The 13 clubs that had not been promoted to the first division after the previous season or had given up their license - voluntarily or by force - were eligible to participate ; In addition, FC Rouen was a voluntary first division relegated team whose team consisted only of amateurs. In addition, due to a reorganization of the second division, a total of 32 previous amateur and two reserve teams have been added.
These 48 participants played in three groups divided according to regional criteria. Only the respective group winners were eligible for promotion. What was also new was that an automatic descent into the highest amateur league, the National Championship , which was also newly formed for this season , was introduced, which affected the 16th place in each group as well as the 15th placed worst on points. Until then, there had only been direct promotion and relegation depending on the sporting result between the first and second professional division; a regular relegation to the third highest division existed only for a few years immediately after the Second World War . This time there was no promotion relegation between the worst-placed first division clubs who were not directly relegated and the best second division clubs who were not directly eligible for promotion.
Season course
Each team played a return match against each group opponent, once in front of their own audience and once away. The two-point rule applied ; in the event of a tie, the goal difference was decisive for the placement. In France, when specifying the point ratio, only the number of plus points is given; here this is done in the notation used in Germany at the time of the 2-point rule.
In two of the three league seasons , newcomers secured group victory and thus promotion, but only Paris SG actually deserved this designation, while Lille was not represented in the professional field for very few seasons since 1932 . In the northern group in particular, Chaumont and Lens, two other returnees from the second division, still had a chance of first place by the end of the season. In the south, however, Monaco prevailed sovereignly, and with US Toulouse - successor to Toulouse FC - the best-placed newcomer followed in sixth place, a long way behind. Also at the bottom of the table were three newcomers: Merlebach, Le Havre and Alès, but the latter two had also spent many years in professional play. They were accompanied by Grenoble as the poorest fifteenth in the third division; In addition, the association ended the experiment to allow reserve teams to participate in Division 2 after just one season; Strasbourg's runner-up should have left the league anyway because the first team was relegated from the top division in the summer of 1971.
1,879 goals were scored in the 720 encounters; this corresponds to an average of 2.6 goals per game and was the second lowest value in league history after 1966/67 . The most successful goalscorers of the three groups were Yves Triantafilos (Boulogne) in the north , Robert Blanc (Limoges) in the center and in the South Emmanuel Koum (Monaco), who scored all 20 hits - a new negative record. The following season came with Racing-Pierrots Strasbourg-Meinau , US Valenciennes-Anzin and CS Sedan three relegated from Division 1 . In addition, AC Mouzon , AC Evreux , CA Mantes , ES La Rochelle , CS Cuiseaux-Louhans and FC Martigues rose from the third-highest league , so that three groups of 16 could continue to be formed.
