The Division 2 1938/39 was the sixth staging of the second highest French football league . Second division champion was Le Havre AC . Second division champion was Red Star Olympique from Saint-Ouen .

The 21 clubs that had not been promoted to the first division after the previous season or had given up their professional status were eligible to participate . There were also two first division relegated teams. Newcomers who had assumed professional status did not join this season. The responsible association changed the hosting mode again and let the league championship play out again in a single nationwide season (poule unique) .

There was only a direct promotion and relegation depending on the sporting result between the first and second professional division. On the other hand, a second division could only be relegated if he surrendered his license or if it was revoked, and previous amateur teams from the third division could only be promoted to Division 2 for the following season if they were approved by the association to assume professional status .

Season course

Each team played a return match against each group opponent, once in front of their own audience and once away. The two-point rule applied ; in the event of a tie, the goal difference was decisive for the placement. In France, when specifying the point ratio, only the number of plus points is given; here this is done in the notation used in Germany at the time of the 2-point rule.
The games took place between mid-July 1938 and late May 1939. There was no winter break; point games were also played on Christmas and New Year's Eve.

The final table saw Red Star and Rennes well ahead of a group of five pursuers at the top. However, the battle for promotion positions had long been a three-way battle ("championship of the three Rs"), because Reims even led the table until October 1938. Only after the 0-1 defeat by Red Star Olympique in March 1939 did the red and whites from Champagne finally fall away and then only win a few points. It was much closer to the bottom of the table, where the 15th was only three points ahead of the 21st from Hautmont, who subsequently no longer received a license. The teams from Tourcoing and Dieppe had started the season, but withdrew from it prematurely and given up their professional status; therefore the association did not include them in the official final table.

In the 420 rated encounters, 1521 hits were scored; this corresponds to an average of 3.6 goals per game. The top scorer's crown was won by Harold Newell (Boulogne) and Fernand Planquès (Toulouse) with 39 goals each.

Due to the mobilization in France that preceded the outbreak of war in September 1939 , the results of this season for promotion and relegation had no factual effects. The Division 2 did not take the following season game operation only, and an official second division season it should be in France again until 1945/46 give. The first division could be continued in an "emergency operation" in three regional groups in 1939/40 , but some clubs - including the promoted Rennes and all teams from Lorraine , Alsace and Franche-Comté  - had to forego participation, and in the Division 1 competed ten second division teams that had not qualified (Alès, Arras, Boulogne, Bordeaux, Montpellier, Nîmes, Nice, CA Paris, Reims and Toulouse). This is another reason why the seasons during the war and the occupation of the country (from 1939/40 up to and including 1944/45) do not count as official championships.
