The Division 2 1998/99 was the 60th edition of the second highest French football league . It was a league with only professional teams.
The game was played from August 8, 1998 to May 29, 1999. AS Saint-Étienne became second division champions .

The 15 clubs that had not been promoted to the first division or relegated to the third division (national) or lower after the previous season were eligible to participate ; in addition there were three first division relegated and two promoted from the national . So this season the following 20 teams played for the championship of Division 2 :
- four from the north ( OSC Lille , ES Wasquehal , AS Beauvais , SC Amiens )
- three from the Paris area and Champagne-Ardenne ( AS Red Star , Association Troyes AC , promoted CS Sedan )
- four from the northwest ( SM Caen , Stade Laval , Le Mans UC , relegated EA Guingamp )
- three from the center ( Chamois Niort , relegated LB Châteauroux , FC Gueugnon )
- five from the south-east ( AS Saint-Étienne , the ASOA Valence , Olympique Nîmes , relegated AS Cannes , OGC Nice )
- one from Corsica (promoted AC Ajaccio )
This time the top three clubs were directly eligible for promotion. The three worst-placed participants should normally have been relegated and replaced by as many third division promoters.
Season course
Each team played a return match against each group opponent, once in front of their own audience and once away. The three-point rule applied ; in the event of a tie, the goal difference was decisive for the placement.
After three years in Division 2 , France's record champions AS Saint-Étienne managed to return to the top division. The "Greens" were accompanied by the surprise team from Sedan , who managed the direct "march through" from the third to the first division - and this season also made it to the final of the national cup - and Troyes, who managed to get through but only thanks to his better goal difference against Lille prevailed. In contrast, the three first division relegated teams could only place in the middle of the table.
At the bottom of the table, Red Star from Saint-Ouen had to leave the professional field again. In terms of sport, Valence would also have been in the table 18 must go the way to the third division; but the "Armenians" were ultimately spared relegation because the third division club Gazélec FC Ajaccio , who was actually eligible for promotion, did not receive a professional license. In this refusal, the football association relied on the rule that cities with fewer than 100,000 inhabitants were not allowed to have two professional clubs.
In the 380 encounters 865 hits were scored; this corresponds to an average of 2.3 goals per game. The most successful goalscorer and thus the winner of the league top scorer was Hamed Diallo from Stade Laval with 20 goals.
For the following season three relegated from Division 1 ( FC Lorient , FC Sochaux and FC Toulouse ) were added; from the third division rose two teams, namely CS Louhans-Cuiseaux and US Creteil .
