The 14 clubs that had not been promoted to the first division after the previous season or had given up their license - voluntarily or by force - were eligible to participate ; there were also two first division relegated teams.

There was only a direct promotion and relegation depending on the sporting result between the first and second professional division; After the Second World War , a descent into the third highest division had been introduced over a few years, but this was no longer in force. A second division officer could relegate alone in the event that he surrendered his license or it was withdrawn from him. Previous amateur teams, on the other hand, could only continue to move up to Division 2 for the following season if they received approval from the responsible association FFF to assume professional status.
This season, too, there was a relegation between the worst-placed first division teams who were not relegated directly and the best second division teams who were not directly eligible for promotion.

Season course

Each team played a return match against each group opponent, once in front of their own audience and once away. The two-point rule applied ; in the event of a tie, the goal difference was decisive for the placement. In France, when specifying the point ratio, only the number of plus points is given; here this is done in the notation used in Germany at the time of the 2-point rule. The point games began on August 13, 1969, the last game day took place on June 17, 1970. Between the beginning of December and the end of January there was a winter break which, due to the weather, was significantly longer than originally planned.

The competition for only one direct and two places in the promotion relegation remained exciting this season until the end of the season, as there were two promising contenders (Nice and Nancy) for first place and a long three-way battle (Avignon, Reims and Grenoble) ) for third place. That even four teams could look forward to promotion after the 30th match day (see below) was not foreseeable at the time. At the bottom of the table were three teams, of which Toulon and Limoges had been in the top quarter of the classification in the previous season, while Besançon had finished eight years earlier on a single-digit table position.

In the 240 encounters 656 hits were scored; this corresponds to an average of 2.7 goals per game. The negative trend of the 1960s, which was interrupted only in the previous season - possibly due to the bonus point regulation introduced there for test purposes for particularly goal-hungry teams - continued. The top scorer's crown was won by Robert Blanc (Nancy) with 21 goals, and this also meant a setting of the lowest value to date.

As a result of the voluntary relegation of FC Rouen and a late association decision to increase the top division to 20 participants, not only AC Ajaccio, who failed in relegation , was allowed to continue to compete first-class in the following season , but also top division bottom US Valenciennes-Anzin . From a sporting point of view, the fourth place in relegation Avignon would also have made it to the top; However, the association denied this to the southern French on the grounds that they lacked financial security and instead designated fourth place in Division 2 , Stade Reims, to be promoted. In view of the great Reims past, this surprising turn found broad approval among the public; a major daily newspaper described Stade's return to the first division as "the return of the most beautiful exhibit to the Museum of French Football".

In this summer of 1970 there was a reform of the second division, which was played in three regional groups of 16 participants; The background for this was in particular the high travel costs in a single nationwide season relative to the low audience income and the general financial weakness of many second divisions. In order to get a total of 48 participants, the principle of a pure professional league was abandoned and replaced in 1970/71 by a division that was open to professionals and amateurs alike, in which two reserve teams of first division players ( Strasbourg-Meinau and Sochaux ) took part.
