The ice hockey league was carried out as in the previous season in the form of a group south and a group north.

In the north group , the eight participating teams were divided after a preliminary round carried out as a single round into a championship round north of the best four and a qualifying round north of the poorer four teams. The participants in the championship round north and the top three in the qualifying round north took part in the relegation to the 2nd Bundesliga North , where EC Bad Nauheim qualified for the 2nd Bundesliga North 1984/85 after completing their rounds, which were also played as a single round . The last of the qualifying round - Grefrather EC - took part in the relegation to the Oberliga Nord against the athletically qualified participants from the Regionalliga North and South-West .

In contrast, after the preliminary round in the South Group, which was also played as a single round, in which 14 teams participated, the best eight teams took part in the relegation to the 2nd Bundesliga South , where the VERE Selb and ERC Sonthofen for the 2nd Bundesliga Süd could qualify in 1984/85 . The other teams took part in the relegation to the Oberliga Süd with the participants from the Regionalliga Süd 1983/84 .
