For the first time, 24 national teams will take part in the 2020 European Championship. Of the 48 teams registered, the hosts Norway , Austria and Sweden and, for the first time, the reigning European champions Spain have qualified directly. The other 44 nations have to qualify for the tournament.
According to the 2016 EHF ranking list of the men's national teams, the penultimate nine teams first had to compete in three groups of three in the first phase of qualification. The group winners of the first round qualified for the second qualifying round.
The second and third placed in the first qualifying round and the last nine teams in the EHF rankings played in the 2017 IHF Men's Emerging Nations Championship in Bulgaria . The top three in this competition also qualified for the second qualifying round.
The participants of the qualification for the handball European championship 2018 as well as Israel are immediately placed for the second qualifying round. Due to an executive decision, Israel will take part directly in the second qualifying round as the best-placed team in the EHF ranking. This results in eight groups of four teams each, which compete against each other in the championship system with a return leg. The respective group winners and runners-up as well as the four best group thirds are qualified for the final round of the European Championship 2020.
1st qualifying round
The draw for the first qualifying round took place on June 24, 2016 in Vienna .
