This page describes the qualification for the 4th Men's Handball European Championship 2000 . 34 nations were involved in the qualification, of which 10 teams qualified for the finals in Zagreb and Rijeka . Only Sweden, as the defending champions of the European Championship in 1998 and Croatia, as the host of the European Championship in 2000, were directly qualified.

Pre-qualification
Of the 34 registered teams, 26 nations had to contest the pre-qualification. These had to compete against each other in seven groups - five groups of four teams and two groups of three teams. The group winners and the four best runners-up in the groups of four were eligible to start in the play-off round, where six finalists from the 1998 European Championship were added. This left the Czech Republic, which was a finalist at the last two European Championships, by the wayside.

Play-off round
For the play-off round, the teams placed second to seventh at the 1998 European Championship were seeded. These were Spain, Germany, Russia, Yugoslavia, Hungary and France. Then there were the group winners of the pre-qualification and the runners-up of the groups of four in the pre-qualification. The draw resulted in the following pairings:
The winners of these duels were eligible to compete in the finals of the 2000 European Championship.
