This page describes the qualification for the 1st Men's Handball European Championship in 1994 . 34 nations were involved in the qualification, of which 11 teams qualified for the finals in Porto and Almada . Only Portugal, as the host of the European Championship in 1994, qualified directly for the finals.

Pre-qualification
For the pre-qualification, the 34 participating teams were divided into seven groups, where the group winners were determined according to the championship system. The seven group winners and the best runner-up in the group qualified directly for the finals. The remaining runners-up in the group could qualify for the knockout games.

For the knockout games , the teams placed second in the group stage were qualified in the second qualifying phase. Only the best runner-up in the group stage was eligible to compete in the final round of the European Championship. The remaining six teams were drawn in three knockout pairings.
