This page describes the qualification for the 6th Men's Handball European Championship 2004 . 32 nations took part in the qualification, of which 10 teams qualified for the finals in Slovenia . In addition to Slovenia , as the organizer, the top five of the 2002 European Championships , defending champions Sweden as well as Germany , Denmark , Iceland and Russia were directly qualified.

24 teams took part in the qualification. These had to compete against each other in six groups of four teams each. The group winners and runners-up were eligible to start in the play-off round, where a further eight teams set up for the play-off games were added.

Play-off round
In addition to the group winners and runners-up in the qualification, eight teams based on the ranking were added. These were the Czech Republic, Croatia, Poland, Serbia-Montenegro, Spain, Hungary, France and Portugal. These determined the ten remaining participants for the 2004 finals in the knockout system.
