Hans Michael Strepp
Hans Michael Strepp (* 1967 in Bonn ) is a German lawyer . He was press spokesman and head of the press office in the country management of the CSU , as its chief executive from October 2013 to February 2019. Since then he has been head of the Bavarian State Ministry for Digital Affairs, which was founded in November 2018 .
Career
Strepp studied law and was awarded a doctorate in 2000 at the law faculty of the University of Munich with a dissertation on misleading and risk of confusion: Some dogmatic aspects of the relationship between competition and trademark law to Dr. iur. PhD . After completing his studies, he worked in Munich as a public prosecutor and judge . Under Edmund Stoiber , he was press spokesman for the State Chancellery . On May 1, 2006, he succeeded Bernhard Schwab as press spokesman in the CSU state management. He also carried out this post for Erwin Huber and Horst Seehofer . Strepp resigned in late October 2012. His successor was Jürgen Fischer . In October 2013, Strepp was appointed chief executive officer of the CSU, initially only on a temporary basis, after the election of the new general secretary Andreas Scheuer by the party executive in December 2013. According to the Süddeutscher Zeitung of December 2013, Strepp is “Seehofer's most important strategist” and “the real architect of the CSU election success” alongside Alexander Dobrindt .
Affair about attempted influence on media coverage
The affair was triggered by a phone call from Strepps on Sunday, October 21, 2012, to the ZDF editorial team today , about which the Süddeutsche Zeitung first reported in an article from October 23, 2012, which was subsequently confirmed by ZDF and subsequently has been supplemented with further details. Strepp is said to have tried with the call to dissuade the editors from their plan to report in their broadcast at 7 p.m. on the state party conference of the SPD Bavaria , at which Christian Ude was elected as the top candidate for the state election. If the ZDF broadcasts a report, although neither the editorial team of the ARD Tagesschau nor the channel Phoenix, which is jointly operated by ARD and ZDF , are planning to report this, this will "lead to discussions". Strepp confirmed the call but denied having put any pressure on the station. Strepp told the Süddeutsche Zeitung that the statement that it was a threatening phone call corresponded "not to the facts, and I decidedly disagree". The editor-in-chief of ZDF, Peter Frey , however, stated that Strepp had called the “heute” editorial office “and questioned the planned reporting on the SPD state party conference”. Furthermore, Frey reported that Strepp had also tried to influence the reporting through the head of the ZDF regional studio , Ulrich Berls , and the head of the main news department, Elmar Theveßen . The director of the ZDF, Thomas Bellut , called the intention of the call "clear". Frey demanded that Strepp had to answer the question for what reason and with what intention he had called the editorial office. Strepp did not comment publicly on this question.

On October 25, 2012, Strepp asked Seehofer to release him from his duties as press spokesman. Seehofer complied with this request and immediately informed the media of Strepp's resignation. On this occasion, Seehofer canceled his participation in the conference of the prime ministers of the federal states in order to be able to “speak for himself if necessary”. In the debate, Seehofer described Strepp's call as “in need of clarification” and promised to help clarify the matter in the ZDF committees. The resignation was "necessary and right". Eberhard Sinner , media policy spokesman for the CSU parliamentary group in the state parliament, called Strepp's call “superfluous”, “unbearable” and “intolerable”. However, Sinner sharply rejected the opposition's allegations that the call was part of Seehofer's press strategy, pointing out that the CSU was the “party of freedom of the press and freedom of expression”. Strepps successor was the previous strategy officer and Seehofer confidante Jürgen Fischer. Even after his resignation as press spokesman, he retained his position as head of the planning staff at the party headquarters in Munich.
