Tournament course
As in the previous editions, the best sixteen players in the world rankings were placed directly for the main round and met there at the beginning of each of the sixteen qualifiers. In the knockout system , the game was played in the best of 9 frames mode up to and including the quarter-finals , before the semi-finals and the final in the best of 17 frames mode followed.
The Northern Irishman Dennis Taylor , who won the world championship against Steve Davis at the end of the season , gave up without a fight shortly before his quarter-final game against the South African Silvino Francisco when he learned of the unexpected death of his 62-year-old mother. As a result, he lost all interest in snooker for a short time before he reached the final of the following ranking tournament - the Grand Prix - and won it.
final
In the final, England's Steve Davis and Tony Knowles, the two leading players in the world rankings, met each other, who had also won all previous editions of the International Open with two and one titles respectively. Davis had survived the first three rounds with only one lost frame before he made the second finals in a row at this tournament with a clear 9: 3 win over the Irish Eugene Hughes . Knowles had won his opening game with only one lost frame, but was only able to win the following two games in the decider before he also made it into the final with a 9: 6 win over South African Silvino Francisco .
However, the final became a clear affair: Davis took a 2-0 and 4-1 lead before Knowles could decide a single frame for himself. Davis then dominated the game so much that he won the game 9-2 without another frame gain on the part of Knowles and thus won the International Open for the third time.

qualification
All players outside the first sixteen ranks had to qualify for the main round between September 1 and September 8, 1984. In the first round all unset players met each other, so that the 21 winners in the round of the last 80 either met one of the unset winners again or a player ranked 49th or lower. The sixteen winners of the games each met a player in the world rankings between 33 and 48 in the following round, before the sixteen qualifiers were played against a player from ranks 17 to 32 in the final round of the last 48.
