The Glatzer country was referred to the early 12th century as the "Provincia Kladsko", 1290 as "Terra Glacensis" in 1344 as "district", 1348 as "Glacense dominium" and 1378 as "Glatzer Land". From the beginning it had a special position in the Bohemian state association. A burgrave of Glatz is documented as early as 1169 , who resided in Glatz Castle as governor of the Bohemian king . In 1459, the Bohemian King Georg von Podiebrad raised the Kłodzko Land to the County of Glatz , whose area was enlarged in 1477 by the rule of Hummel .

The head of the state of Glatzer was appointed by the Bohemian king. He headed the royal office and called the Glatzer Landtag with royal approval. This was made up of the estates. These were: 1. the knights, 2. the clergy and 3. - as a special feature of Glatzer - the judges . After the Battle of the White Mountain , the latter lost their status to the Immediate cities.

After the transition to Prussia, the governorate was dissolved in 1742. The function of governor was abolished and replaced by the position of district administrator. With the administrative division of territory decreed in 1818, the county no longer formed its own territory and was subordinated to the province of Silesia .

  • 1649–1653 Johann Heinrich Graf von Bubna , heir to Senftenberg and Lititz . Owner of Möhlten . Was married to the Reichserbtruchsässin Maria Johanna Countess Waldburg-Zeil (1627–1691), who owned a share of Schwenz . Died on April 13, 1653 in Glatz and was buried in the parish church.

  • 1707–1714 Maximilian Mitrowsky Freiherr von Mitrowitz and Nemischel on Hrabin . Died in 1714 and was buried in the Glatzer parish church.
  • 1715–1724 Konrad Freiherr von Sternberg and Rudelsdorf ; Heir to Schönbrunn, Schalka and Guhlau; Appointed Imperial Count in 1716; † 1724.
  • 1724–1741 Leopold Wilhelm Reichsgraf von Waldstein; when the Prussian army marched in in 1741 he left Glatz and died a short time later on his Bohemian estates.
  • 1741–1742 Franz Anton von Haugwitz auf Pischkowitz; was released at the beginning of January 1742 after the city of Glatz was handed over to Prussia. The provincial administration was dissolved.
