The district of Kārsava (Kārsavas novads) is located in eastern Latvia on the border with Russia in the historic Latgale region .

The Petersburg-Warsaw Railway and the Rītupe River run through the rural area .

The district consists of the six municipalities (pagasts) Goliševa, Malnava, Mērdzene, Mežvidi, Salnava and the administrative center Kārsava . 6941 inhabitants (2010) live in the Kārsava district.
