The Zilupe District (Zilupes novads) is the easternmost district of Latvia on the border with Russia and Belarus .

The district consists of the three parishes ( pagasts ) Lauderi, Pasiene and Zaļesje and the administrative center Zilupe . 3,651 inhabitants (2010) live in the district of Zilupe.
In 2000, the then 4271 inhabitants of the four municipalities reported the following nationalities: 55.3% Russian, 20.8% Latvian, 18.6% Belarusian, 0.09% Ukrainian and 0.01% Polish.
The Zilupe district maintains a town partnership with the Lower Saxon community of Bad Bodenteich .

The European route 22 , which begins in Holyhead in Wales and ends in Ishim in Russia, and the railway line from Riga to Moscow runs through the district .

The tri-border region of Latvia, Russia and Belarus is located in the municipality of Pasiene . This is a popular destination for tourists.
