David Skaggs

David Evans Skaggs (born February 22, 1943 in Cincinnati , Ohio ) is an American politician . Between 1987 and 1999 he represented the second constituency of the state of Colorado in the US House of Representatives .

Career

David Skaggs attended Cranford High School in New Jersey until 1960 and then Wesleyan University in Middletown ( Connecticut ) until 1964 . He graduated from Yale University in 1967 with a law degree . Between 1968 and 1971 he was active in the US Navy , from 1971 to 1978 he was a member of the reserve . At that time he was also practicing as a freelance lawyer in Boulder .

Skaggs joined the Democratic Party . From 1975 to 1977 he worked on the staff of then Congressman Tim Wirth . Between 1984 and 1996 Skaggs was a delegate to all Democratic National Conventions . He was also a member of the Colorado House of Representatives from 1980 to 1986 . In 1986 he was elected to the US House of Representatives in Washington, DC in the second district of Colorado . There he replaced Tim Wirth on January 3, 1987, who moved to the US Senate . After five re-elections, Skaggs could remain in Congress until January 3, 1999 . In 1998 he declined to run again.

After his time in Congress, he worked as the executive director of a federal agency ( Center of Democracy & Citizenship ). He then returned to Colorado where he served in a senior position in the state's Department of Education.
