action
Andrew McGee and his little daughter Charlie are on the run from a dubious secret service called "the Institute" (in English "The Shop").
The history is told in retrospect: A few years earlier, Andrew took part in a scientific experiment as a test subject and met a young woman named Vicky who was also a test subject . He falls in love with her and they get married. The administration of a drug-like substance at the time promoted the development of psychic abilities. The two have a daughter, Charlie, and it soon becomes clear that they must have inherited them.
Charlie has telekinetic powers with which she can kindle fire ( pyrokinesis ). As a toddler, she has no control over this gift, which allows it to do a lot of harm, which is very worrying for parents. When the institute learns about this, a new series of experiments with Charlie is to start, which is why unscrupulous kidnappers are sent after her, to whom Vicky falls victim. Andrew comes home late to prevent the worst. He finds his wife's body hidden in the closet. Andrew finds out that she was tortured by pulling out her fingernails. At the last moment he can prevent Charlie from being kidnapped from the house of a family friend by the institute agents. With the help of his own powers, he influences the menace through hypnosis and makes them blind. Then the two are on the run from the secret service.
They can hide on the farm of a believing elderly couple. Numerous armed agents soon appear to take Charlie away. For the first time, Charlie consciously uses her skills to save himself and Andrew, and unleashes an inferno in which many of the attackers and their vehicles go up in flames. Only a few can save themselves and return to the institute.
The head of the institute, Captain Hollister, then uses the hardened, brutal and corrupt agent John Rainbird on the two as a last resort to get his hands on Charlie. Rainbird succeeds in locating the two in Andrew's grandparents' house and overpowering them with a stun gun.
At the institute, Rainbird tricked Charlie's trust by pretending to be the cleaner for her sealed-off living area. He visits her every day, talks to her and ultimately convinces her to cooperate with the scientists so that she can see her father again. She then demonstrated her enormous pyrokinetic powers in tests. Nevertheless, Hollister holds them out because scientists consider contact between father and daughter to be too dangerous. Eventually, Andrew himself finds a way to get in touch with Charlie by secretly evading drug immobilization. This way he can hypnotize Hollister. He wants to use it to flee the institute with Charlie. For this purpose, Hollister is supposed to deliver a message to Charlie, which includes a meeting in the horse stable of the compound.
Charlie and Andrew finally see each other there again, but their joy doesn't last long. Charlie told her supposed friend Rainbird about the matter. Rainbird ambushes the two at their meeting point. Charlie is initially happy to see her boyfriend John and wants to take him on the run, but Andrew clarifies Rainbird's true identity. Rainbird shoots Andrew, mortally wounding him. Before he dies in Charlie's arms, he tells her to use her skills to escape and destroy the institute. When she initially directs her hatred on John, he tries to shoot her, but she is able to stop the bullet and set Rainbird on fire.
Driven by anger, sadness and hatred, Charlie saves the horses from the stable, then sets him on fire. Agents in fire suits try to stop them, but they also burn. Charlie goes out and shoots fireballs at anything that moves. So she burns the members of the institute and burns down the building completely.
Shortly thereafter, she reappears on the farm and is able to convince the farmer couple to accompany her to the New York Times to bring the evil machinations of the secret service and the institute to the public.
