Two predecessor institutions merged into the University of Economics and Law on April 1, 2009: The Berlin University of Applied Sciences (FHW) and the Berlin University of Applied Sciences for Administration and Justice (FHVR).

The FHW Berlin was founded in 1971 as the successor to the Business Academy, which in turn emerged in 1965 from the University Institute for Economics and the Higher Business School and initially only offered the “Business” course in day and evening form. At the end of the 1990s, FHW Berlin expanded its range of subjects to include programs at the MBA level, making it one of the first MBA providers in Germany. In 2003, the formerly independent vocational academy in Berlin was integrated. At that time, two departments and a central institute were established as organizational units.

The FHVR Berlin (until 1993: FHSVR) was founded in 1973 as a training institution for careers in the higher service in West Berlin's public service. From 1990 she was a training provider for the entire Berlin catchment area. Initially it consisted of the two departments “General Administration” and “Administration of Justice”, later it was supplemented by other departments. At the time of the merger with the FHW Berlin, the FHVR Berlin comprised the departments “General Administration”, “Administration of Justice” and “Police Enforcement Service”. From the beginning of the 1990s, the FHVR Berlin accompanied the study of the consulate secretaries of the Foreign Office with theoretical phases . The university was initially located in the center of West Berlin, but in 1994 the FHVR Berlin moved to the Friedrichsfelde educational and administrative center. At this point in time, an external (non-civil servant) course in public management was offered for the first time. Further courses of study followed at the Bachelor and Master level, some of which were also available to external applicants.

At the beginning of 2011 the department of vocational academy got a new name: department of dual study economy - technology.

The university cooperates with the Global Labor University .
