The license plates usually began with two letters that indicated the province. The province of the capital Rome , whose name was written out ( Roma ), was an exception . Following the provincial abbreviations there was a symbol of the Italian state, from 1948 the stylized national coat of arms with the letters RI for Repubblica Italiana . A distinctive number followed. Until 1985 the letters were white (provincial abbreviations orange since 1976) and the background black. However, these were discontinued because the signs were made of plastic and in the event of accidents, vandalism, attacks or the like. burned beyond recognition. Then reflective labels made of sheet aluminum with a white background and black letters were introduced. The issue principle was retained.

The numbers were assigned consecutively in the respective province. When reaching the number 999999, the letters A to Z were added. The following number was only five digits. When the identifier Z 99999 was reached, the letter was placed in the last position (e.g. 34598 K). When this series was exhausted by 99999 Z, license plates according to the system 9 A 9999 followed. Finally, license plates according to the system 99 A 999 began in the province of Milan.
