The qualification was held in three rounds. First, two qualifiers were determined in an elimination. The next round was played in four regional groups, with the games of the 1996 Asian Winter Games being used for the Asian participants . The winners of the regional groups qualified for the final qualification, plus the three teams ranked 9th to 11th of the 1995 A World Cup and the winner of the B World Cup of the same year . This was held in two groups, with the two group winners and the two runners-up qualifying for the Olympics. The two third placed players ultimately played the fifth Olympic participant against each other.
