The Finnish-Portuguese relations describe the intergovernmental relationship between Finland and Portugal . The countries have had direct diplomatic relations since 1920.

The most intense phase of bilateral relations so far was in the winter war of 1939/40, when Portugal sided with Finland politically and with civilian aid deliveries. Today both states are members of the EU and numerous other international organizations, including the Council of Europe , the Organization for Security and Cooperation in Europe (OSCE), the Organization for Economic Cooperation and Development (OECD), the International Monetary Fund (IMF) and the various UN organizations . Finland also cooperates in various bodies with NATO , of which Portugal is a founding member.

In 2010, there were 436 Portuguese citizens registered in Finland, while in 2015 there were 834 Finnish citizens registered in Portugal, with 451 most of them in the Algarve .

After proclaiming independence in 1917, Portugal recognized the Republic of Finland on December 19, 1919. On January 10, 1920, the two states entered into diplomatic relations.

When the winter war broke out in 1939, the semi-fascist dictator Salazar declared his solidarity with Finland. Portugal, which remained neutral during the Second World War , did not take part directly in the Finnish-Soviet war, but was a key player in the exclusion of the Soviet Union from the League of Nations in 1939. The Portuguese public took a large part in the fate of Finland. In the following hunger winter of 1939/40 there were calls for donations for food and clothing, and the Finnish Red Cross collected several tons of relief supplies in Portugal. In addition, around 100 Portuguese soldiers volunteered, including 20 officers, including veterans of the Spanish Civil War . Portugal was one of Finland's most energetic supporters at this time and supported the country financially and with free or discounted deliveries of a wide variety of food, but also goods such as paper, cork and sporting goods. The total support amounted to around 90 million Finnish marks

Portuguese support continued until the end of World War II . After the end of the World War, the Finnish General and President Mannerheim traveled to Portugal for several weeks for health reasons in 1945, where he was received with jubilation and met both Salazar and President Carmona .

After that, however, the relationships quickly lost their intensity. Finland was integrated to the west after the end of the war , but economically depended heavily on trade with the communist Soviet Union until the end of 1991. In terms of foreign policy, Finland and Portugal also distanced themselves because of Finland's rejection of Portuguese colonial policy . Finland provided political support for the African independence movements, particularly in the Portuguese colonies of Angola and Mozambique, and there also provided direct humanitarian aid in the Portuguese colonial war . Despite the Finnish support of Portugal's opponents, there was no diplomatic protest by Portugal.

The strongly anti-communist and colonial Estado Novo regime in Portugal became increasingly isolated internationally because of its colonial policy, until it was ended by the Carnation Revolution in 1974 . From 1976 at the latest, democratic Portugal was clearly oriented towards the west.

Portugal joined the European Economic Community in 1986 and what is now the EU, Finland followed in 1995. Both were among the first countries to meet the criteria for introducing the euro in 1999 and to put it into circulation as cash on January 1, 2002 .

In connection with the Europe-wide discussion in 2011 about aid packages and a. for Portugal at the height of the euro crisis , during which u. a. In Finland there was resistance to bailout loans for southern European economies, and civil society actors occasionally recalled the Portuguese aid to Finland in 1940.

Portugal has an embassy in the Finnish capital Helsinki, at Unioninkatu No. 22.

Furthermore, there are no Portuguese consulates in Finland.

Finland's embassy in the Portuguese capital, Lisbon, which is also responsible for Cape Verde , resides in the 18th century Palacete dos Condes de Sabrosa , at number 76 on Rua do Passolo .

Finland also has four honorary consulates in Portugal: in Porto , in Faro on the Algarve coast, in Funchal on the island of Madeira, and in Ponta Delgada , the capital of the Azores Islands.

The Portuguese Chamber of Commerce AICEP has a contact office at the Portuguese Embassy in Helsinki.

In 2016, Portugal exported goods and services worth 405.0 million euros to Finland ( 2015 : 394.2 million; 2014 : 383.4 million; 2013 : 392.9 million; 2012 : 408.5 million .). The most important product groups were minerals and ores with 54.2%, 10.1% machines and devices, 6.6% clothing and 6.6% textiles.

In the same period, Finland delivered goods and services worth EUR 171.8 million to Portugal ( 2015 : 191.5 million; 2014 : 175.1 million; 2013 : 145.1 million; 2012 : 150.7 million .). With a share of 27.1%, the most important goods groups were machinery and equipment, 20.5% chemical-pharmaceutical products, 18.5% paper and cellulose and 10.3% metal goods.

Finland was 27th among buyers and 39th among suppliers in Portuguese foreign trade in goods, while Portugal was 48th among buyers and 28th among suppliers in Finnish foreign trade in goods.

The bilateral balance of services for 2016 shows revenues of 185.6 million euros for Portugal and 18.6 million euros for Finland ( 2015 : 177.5 million and 26.8 million; 2014 : 144.9 million and 20.9 million Million ; 2013 : 177.0 million and 20.9 million; 2012 : 181.8 million and 12.1 million).
Essentially, the Portuguese income consists of the expenses of Finnish tourists in Portugal. In 2016, visitors from Finland spent 71.7 million euros in Portuguese hotels alone ( 2015 : 66.4 million; 2014 : 57.2 million; 2013 : 57.1 million; 2012 : 56.1 million) ) and thus represented 0.57% of Portuguese tourism .

Culture

The Portuguese cultural institute Instituto Camões is u. a. present with an editing at the University of Helsinki .

The Finnish director Aki Kaurismäki moved to Portugal in 1989. He also worked here occasionally in Portuguese cinema , for example in the Portuguese western Estrada de Palha in 2012 .

The Portuguese-Finnish pop singer Anna Abreu reached the top of the Finnish charts with three of her seven albums .

In 2013 the Finnish singer Kirsi Poutanen released a tribute album for the Portuguese fado icon Amália Rodrigues . She sang in Fado style and with classical Fado instrumentation Finnish-language versions of pieces that became famous through Amália. The album was created in collaboration with Portuguese musicians and technicians, the famous fadista Carlos do Carmo produced the album.

Soccer

The Finnish national soccer team and the Portuguese national team have met ten times so far, with one Finnish and five Portuguese victories, four times they were drawn (as of February 2017). They played against each other for the first time in Helsinki on September 22, 1982 in qualifying for the European Championship 1984 , Portugal won 2-0.

The Finnish and Portuguese women's national teams have so far played against each other 13 times, each with five wins and three draws (as of March 2017). They met for the first time at the Algarve Cup in 1994 , in the game for fifth place Portugal won 2-0.

Finnish drivers were also victorious several times at the Rally Portugal , one of the most important motorsport events in the country, most recently Jari-Matti Latvala at the Rally Portugal 2015 .

With five victories, the Finn Markku Alén was the most successful participant in the Rally Portugal to date (as of 2016).
