The Portuguese-Serbian relations include the bilateral relations between Portugal and Serbia. The countries entered into diplomatic relations for the first time in 1917, and have continued to exist without interruption since 1974. Between 1918 and 1992 relations were determined by Yugoslav-Portuguese relations .

Relationships are traditionally considered friendly. Since 2018 Serbia has observer status in the community of Portuguese-speaking countries . The two countries are partners in a number of other multilateral organizations such as the Council of Europe , the Organization for Security and Cooperation in Europe and the various UN organizations . Portugal, which has been a member of the EU since 1986, also supports Serbia's accession negotiations with the European Union , since important issues of the war crimes trials were resolved in 2013 , and despite the open questions regarding Kosovo , whose independence Portugal has recognized and where Portugal also has military takes part in UN missions.

Both countries also cooperate within the framework of the NATO defense alliance : Portugal is a founding member of NATO, of which Serbia is not a member, but participates in the NATO project Partnership for Peace , despite the NATO bombing of Serbia in the Kosovo war in 1999.

201 Serbian citizens were registered in Portugal in 2018, most of them in the greater Lisbon area (87) and in the Algarve (30). In Serbia, 160 citizens were registered in the consulate of the Portuguese embassy in 2014. 38 Serbians were born in Portugal (as of 2017).

history

Until 1974

Serbian soldiers were taken prisoner by the Germans (April 6, 1941): Portugal recognized the exiled Yugoslav government and at the same time remained double-accredited in occupied Belgrade with its ambassador in Romania

A first independent Serbia existed for the first time in 822, the county of Portucale , which existed from 868, became independent as the Kingdom of Portugal in 1139 . Serbia came under Byzantine rule in 950, and from 1389 under Ottoman rule. Serbia finally gained independence in 1878, and in 1882 it became the Kingdom of Serbia . On October 19, 1917, Portugal and Serbia entered into diplomatic relations, which were continued in 1918 with the newly established Kingdom of Yugoslavia .

During World War II , semi-fascist Portugal remained neutral under the dictator Salazar , while Yugoslavia was conquered by the German Wehrmacht in 1941 . Portugal then recognized the government of Yugoslavia, which had gone into exile, but remained double-accredited with its ambassador to Romania in Belgrade , where he stayed from February to April 1941.

After the end of the war in 1945, socialist Yugoslavia was founded . Despite the non-alignment of Yugoslavia, the strictly anti-communist regime of Portugal stayed at a distance, later also because of its support for independence movements in the Portuguese colonial wars of the 1960s and 1970s. After the left-wing Carnation Revolution in 1974 and the subsequent end of the Estado Novo regime in Portugal, Yugoslavia and Portugal grew closer again and established diplomatic relations on June 11, 1974.

Since 1974

Belgrade 1999, Ministry of Defense destroyed by NATO bombs: Portugal was involved in the bombing of Yugoslavia as a NATO member in 1999, but had to apologize to its own people and withdrew from the hostilities.

With the increasing integration of Portugal into the west, the Yugoslav-Portuguese relations did not experience any significant deepening, but remained friendly. After the dissolution of the Socialist Republic of Yugoslavia in 1992, diplomatic relations were transferred to the Federal Republic of Yugoslavia.

During the Kosovo war in 1999, Portugal was an active NATO member in the bombing of the Federal Republic of Yugoslavia . Portuguese media reported on the spot about the conflict, which in public opinion increased the rejection of Portuguese participation. As a result, the Portuguese government reduced participation and regretted his commitment.

After the dissolution of the Federal Republic of Yugoslavia in 2003, diplomatic relations continued and passed to Serbia and Montenegro . After Montenegro left in 2006, diplomatic relations finally passed to what is now the Republic of Serbia. A bilateral agreement entered into force on March 21, 2005, stating the validity of the Yugoslav-Portuguese agreements for Serbia as the successor state.

On 13 February 2009, both countries signed a cooperation agreement on defense issues in Belgrade, on September 16, followed in 2009 in Lisbon a mutual investment promotion and investment protection agreement , which entered into force on 24 July of 2010.

At the 12th Conference of the Community of Portuguese-Speaking Countries in Cape Verde on July 17 and 18, 2018, Serbia was granted observer status.

Portugal maintains an embassy in the Serbian capital Belgrade. Portugal has not opened consulates in Serbia (as of 2018).

The bilateral trade volume in 2015 amounted to 42.558 million euros ( 2014 : 29.521 million, 2013 : 29.104 million, 2012 : 14.864 million, 2011 : 19.093 million), with a trade surplus of 34.733 million in favor of Serbia ( 2015 : 19.099 million, 2014 : 10.658 million, 2012 : 9.018 million, 2011 : 13.486 million). In 2015, 167 Portuguese companies were trading with Serbia.

In 2015, Serbia imported goods worth 7.825 million euros from Portugal ( 2014 : 5.211 million, 2013 : 9.223 million, 2012 : 5.846 million, 2011 : 5.607 million), of which 30.3% were plastics and rubber , 10.5% chemical-pharmaceutical products, 10.4% machines and devices, 10.1% shoes and 10.0% vehicles and vehicle parts.

During the same period, Portugal imported goods worth 34.733 million euros from Serbia ( 2014 : 24.310 million, 2013 : 19.881 million, 2012 : 9.018 million, 2011 : 13.486 million), 55.2% of which were machines and equipment ( mainly printing machines and parts), 37.7% agricultural products (mainly sunflower seeds and corn), 1.8% plastics and rubber, 1.7% vehicles and vehicle parts, and 1.4% chemical-pharmaceutical products.

In Portugal's foreign trade, Serbia was 97th as a buyer and 78th as a supplier. In Serbian foreign trade, Portugal was 39th as a buyer and 58th as a supplier.

Culture

The Portuguese state cultural institute Instituto Camões is active in Serbia. So it entertains u. a. Language centers in Belgrade and Novi Sad and lectureships at the University of Belgrade and Novi Sad University .

Filmmakers from both countries are regularly represented at film festivals in the other country. For example, the Serbian director Srđan Dragojević was awarded the Golden Dolphin at the Portuguese Festróia film festival in 2012 for his film Parada .

The Serbian author Dejan Tiago Stanković was born in Belgrade in 1965 and has lived in Portugal since 1996. He now also writes in Portuguese himself . In 2015 he published his novel Estoril , which deals with the eponymous place Estoril in the greater Lisbon area and its wedding as a place of residence for exiled kings and wealthy refugees during World War II . His two following novels, also written in Portuguese ( Contos de Lisboa and Lisboa ultrasecreta ), dealt with his adopted home of Lisbon. Tiago Stanković also works as a translator of Serbo-Croatian works into Portuguese and vice versa.

In the series Portugueses pelo Mundo (English: Portuguese scattered across the world), the Portuguese public television broadcaster RTP also broadcast an episode about Belgrade in 2012, the many facets of which were presented by Portuguese people living there.

The Portuguese national soccer team and the Serbian national team have played against each other five times so far (as of July 2019). They met for the first time on March 28, 2007 in the Red Star stadium in Belgrade , the qualifying game for the European Championship 2008 ended in a draw 1: 1. Overall, Portugal won two games, three times they were drawn. Serbia was not represented at the 2004 European Championship in Portugal.

Serbian players also often appear for Portuguese clubs, including international goalkeepers Anđelko Đuričić and Vladimir Stojković . Women

The Portuguese women's national soccer team and the Serbian women's national team have not yet met. The Serbians have not yet been represented at the Portuguese Algarve Cup (as of July 2019).

Serbian players regularly compete in the most important Portuguese tournament, the ATP Estoril . The Serbian Novak Đoković was able to win the Estoril Open 2007 .

The friendship between the Serbian world number two Novak Đoković and the Portuguese soccer player Cristiano Ronaldo sparked international interest at the end of 2019 when a video made the rounds on social media in which the two practiced jumping technique together in Dubai. The background to this was Ronaldo's ability to jump, which shortly before gave him a highly regarded 2.56 cm high header.

Canoe and rowing

At the Canoe Racing World Championships 2018 in Montemor-o-Velho , Portugal , Serbia finished 15th, the host finished 7th. The 2013 European Canoe Racing Championships (Serbia finished 6th, Portugal 12th) and the rowing EM 2010 (Serbia 17th, Portugal 12th) took place.

During the time of Yugoslavia, Belgrade was the venue for the Canoe World Championships in 1971 , 1975 , 1978 and 1982 , but Portugal had no success there or was not even represented there. Serbia has not hosted a Canoe World Cup since then, but the Canoe European Championship 2011 and the Canoe European Championship 2018 (Portugal finished 8th, Serbia 9th) took place in Belgrade.

At the European Rowing Championship 2014 in Belgrade, Portugal and Serbia both finished eleventh. As early as 1932, at the time of the Kingdom of Yugoslavia, a European Rowing Championship had taken place there.

In basketball, the Portuguese national basketball team and the Serbian national basketball team have met each other several times, with the traditional superiority of the Serbian selection. Serbia is currently ranked 3rd in the FIBA world rankings , Portugal ranked 47th (as of August 2019).

At the European basketball championships in 1961 , 1975 and 2005 , which took place in whole or in part in Serbia, Portugal was not represented. Portugal has not yet hosted a European basketball championship (as of 2019).
