The 12th European Basketball Championships the men ( officially: Euro Basket 1961 ) was from April 29 to May 8, 1961 in Belgrade instead. The winner for the third time in a row was the Soviet selection, which won its sixth title. Silver went to Yugoslavia , Bulgaria won the bronze medal.

Preliminary round

The preliminary round was held in six groups with four or five teams each. The winner of a game received two points, the loser one point. If a game was tied at the end of regular time, there was extra time. In the event of a tie, the direct comparison decided against each other.

The two first and second place winners in each group were set for the intermediate round and were already 12th place. The remaining teams played in the placement round for the 13th EM place.

All teams that had missed the first two places to advance in their preliminary group played the European Championship places 13 to 19 in two groups. At least second place was necessary to be able to participate in the games for 13th place. The remaining teams had to contest the games for 17th place. The results of the encounters that took place in the preliminary round were also included in placement round I.

Intermediate round

In the intermediate round, the first and second placed of the six preliminary round groups played. The qualified teams in groups A to C formed the new group 1, and the qualified teams in groups D to F formed group 2. At least second place was necessary to qualify for the semifinals. In contrast, the third and fourth rank of each group entitled to participate in the game for EM place 5, while the other teams had to contest the placement games for EM place 9. The results of the encounters that took place in the preliminary round were also carried over to the intermediate round.
