The Association League Schleswig-Holstein was held for the 52nd time in the 1998/99 season and formed the substructure of the fourth-class Oberliga Hamburg / Schleswig-Holstein. The first-placed team rose directly, while the second-placed team had to play relegation games against the runner-up from the Association League Hamburg (depending on the relegated from the Regionalliga Nord). The teams in the last three places had to relegate to the national league.

Compared to the 1997/98 season , the composition of the league changed as follows: TuS Felde and 1. FC Phönix Lübeck were in the Hamburg / Schleswig-Holstein Oberliga, while no team from Schleswig-Holstein was in the Hamburg / Schleswig-Holstein Oberliga had descended. The three relegated members had left the association league and were replaced by the five newly promoted NTSV Strand 08 (re- promotion after eight years), SpVgg Eidertal / Molfsee, SV Henstedt-Rhen , TSV Lindewitt and TSV Fahrdorf (all in the highest amateur league in Schleswig-Holstein for the first time) .

Season course

Eichholzer SV secured the championship and direct promotion to the Hamburg / Schleswig-Holstein Oberliga. The runner-up TSV Lägerdorf was also allowed to climb directly. The third-placed Flensburg 08 had to play promotion games against the third of the Verbandsliga Hamburg , where he was defeated by Germania Schnelsen . The last three teams had to relegate from the association league: TSV Fahrdorf and SpVgg Eidertal / Molfsee after one season, the Rendsburger TSV after ten seasons.
