16 national teams will take part in the 2012 European Championship. Of the 39 teams registered for the qualification, the host Serbia and the defending champion France are directly qualified. All other nations must qualify for the tournament in two group phases.
The twelve participants in the first qualifying round were drawn in three groups of four on January 31, 2010 in Vienna . The first placed qualified for the second round.
The 14 not directly qualified participants of the 2010 European Championship , the seven group winners of the qualifying round for the 2011 World Championship , the four best teams in the EHF national team ranking and the three group winners of the first qualifying round take part in the second qualifying round. The teams were divided into seven groups of four in Belgrade on April 12, 2010 , in which the teams play a return match against each group opponent. The first two in each group qualify for the EM.
In the event of a tie, the direct comparison first decides, then the goal difference and finally the higher number of goals scored.
