The Kategoria e Pare 1931 (mutatis mutandis: First League ) was the second edition of the Albanian soccer championship . The season started on April 19 and ended on July 5, 1931.
After the Greek association EPO played a key role in the organization of the first edition last year, the entire responsibility now rests with the Albanian football association Federata Shqiptare e Futbollit for the first time . All six clubs that had already played the champions a year earlier competed again in 1931, plus SK Muzaka from Berat . The seven clubs were divided into two groups. The reasons for this division are no longer comprehensible today - but you have to consider that traveling within Albania at that time was still very cumbersome due to the poor road network. The first two in the group played two finals for the championship title. The last two in the group had to relegate to the then still second class category e dytë . Thus, for the first time there was relegation from the category e Parë. The preliminary round ran from April 19 to May 3, 1931, the second round began on May 17 and ended on May 31. A total of 58 goals were scored in the 20 games (including finals), which corresponds to an average of 2.9 goals per game. Skënderbeus Teli Samsuri was the top scorer with 9 goals.

Group A was assigned three teams: defending champion SK Tirana , Bashkimi Shkodran and SK Vlora . The SK Tirana reached after his four games only on goal difference to first place in the group and thus the finals for the title. The tied Bashkimi Shkodran, on the other hand, missed the play-offs for the title, as in the previous year, when the club was missing one point to first place. The sports club Vlora , which had already occupied last place in the league last year, was relegated from bottom of the group with a win from four games.
The KS Teuta Durres , runner- KS Skënderbeu Korçë , KF Elbasani and newcomer SK Muzaka formed the B-season. Teuta Durrës closed the group unbeaten with only two goals conceded and five points ahead. Last year's runner-up Skënderbeu Korça and KF Elbasani were left behind. On the fourth matchday, the game between Teuta and Skënderbeu was abandoned: the guests who had not played in the final games last year left the stadium after Teuta had equalized after falling 2-0 with a controversial penalty kick. The game was rated 2-0 for Teuta Durrës. The winless SK Muzaka , who took only one point from six games and conceded 20 goals, was relegated from bottom of the group.
The two group winners, SK Tirana and Teuta Durrës, met after the group games in the two-legged finals. In the first leg in Tirana Gurashi gave the hosts the lead, but at the end of the game Teuta keeper Niko Dovana was able to equalize. In the second leg, however, SK Tirana won 3-0 and secured the second Albanian championship in a row. The goal scorers are not known from the second leg due to missing records.
