The league comprised eight teams for the third time in a row. 1958 was Lokomotiva Durres relegated from the Kategoria e Pare and was for 1959 through the re-promoted Labinoti Elbasan replaced the earlier under the name Bashkimi Elbasan had played in the league. The defending champion was FK Partizani Tirana .
The championship was played in a regular season with a round trip. Each team competed twice against each other team. There was no relegation to the then still second-rate category e dytë this year, as the division should be enlarged to ten teams.
A total of 138 goals were scored, which corresponds to an average of 2.5 goals per game. The top scorer with eleven goals was Stavri Lubonja of KS Dinamo Tirana .
After the end of the long season, which lasted from March to December, Partizani Tirana won the seventh championship title undefeated and was the sole record champion in Albania. After the narrow title decision in 1958, the lead was now four points again for Partizani, who became champions for the third time in a row.
