As in the previous season, the league comprised twelve teams. 1976/77 was KS Besa Kavaja relegated from the Kategoria e Pare, for the new season came the FK Tomori Berat , who returned back to the first Division after many years of abstinence, added. The defending champion was KS Dinamo Tirana .
The championship was played in a regular season with a round trip. Each team competed twice against each other team. After a championship and relegation round followed in the previous year, these were no longer played in 1977/78. The bottom of the table was relegated to the then still second-rate category e dytë . After Dinamo Tirana had won the championships in the three previous seasons , Vllaznia Shkodra prevailed again for the first time since 1973/74 . It was the fifth championship title in the club's history. As in the previous year, there was a completely surprising runner-up: at that time, the promoted Skënderbeu Korça finished second. This time it was Luftëtari Gjirokastra who established himself in the top group after years in a relegation battle and was three points behind the champions. It was followed by Partizani Tirana , who left defending champion Dinamo Tirana behind. Flamurtari Vlora , who was involved in the relegation battle last season, made it to fifth place this time. 17 Nëntori Tirana, on the other hand, was unable to intervene in the championship fight as in the previous year and saved himself with only three points ahead of the relegation zone as did the promoted Tomori Berat and Shkëndija Tirana . Traktori Lushnja and Lokomotiva Durrës , who had caused a surprise by reaching the championship round last year, also stayed in the league. In another very tight decision about relegation, Labinoti Elbasan and Skënderbeu Korça were finally tied at the bottom of the table, so that two relegation games had to be played after regular time to stay in the class.
