The league was again increased from twelve to 14 teams for the new season. 1977/78 was KS Skënderbeu Korçë from the Kategoria e Pare relegated, for the new season came KS Besa Kavaja , which after several years of abstinence in the first league returned, and Besëlidhja Lezhë and Naftëtari Qyteti Stalin , both after several years of abstinence in the top league returned. The defending champion was KS Dinamo Tirana .
The championship was played in a regular season with a round trip. Each team competed twice against each other team. After Labinoti Elbasan had only saved himself in the relegation last year, they spent a carefree season in the middle of the table in 1977/78. Lokomotiva Durrës and Tomori Berat were seventh and eighth, five points behind the relegation points . Defending champion Vllaznia Shkodra , on the other hand, experienced a crash : in the end, instead of first, only the ninth place jumped out, and for a long time there was even fear of staying in the class. This was also done by Naftëtari Qyteti Stalin and Shkëndija Tirana . The sensational runner-up of the previous season, Luftëtari Gjirokastra , returned to the relegation zone and achieved relegation with only one point ahead of newcomer Besëlidhja Lezha , who did not draw a single time. Traktori Lushnja followed Lezha after several years of first division football in the second division.
