As in the previous season, the league comprised 14 teams. 1972/73 Apolonia Fier was relegated from theategoria e Parë, for the new season Naftëtari Qyteti Stalin , who returned to the top division after several years of abstinence, was added. The defending champion was KS Dinamo Tirana .
The championship was played in a regular season with a round trip. Each team competed twice against each other team. Only the bottom of the table had to relegate to the then still second-rate category e dytë , the penultimate played two relegation games against the second in the second division.
