The league was again enlarged from nine to fourteen teams compared to the previous year and thus reached its largest expansion until then. Apolonia Fier , Besa Kavaja , Spartaku Kuçova and 8 Nëntori Shijak , who were still called Erzeni Shijak until 1946 , returned to the league after a year break. The fifth newcomer was KS Traktori Lushnja , who completed its first season in theategoria e Parë. The defending champion was FK Partizani Tirana .
As in the first two game years after the war, the participants were divided into two relays, in which the teams competed against each other twice. Six teams played in group A and eight in group B.
A total of 325 goals were scored, which corresponds to an average of 3.8 goals per game. The top scorer was Zihni Gjinali from Partizani Tirana with eleven goals.

There was a close race for the place in the finals in Group A. Only thanks to the better goal difference, defending champion Partizani Tirana prevailed against last year's runner-up Vllaznia Shkodra after ten games . Record champion 17 Nëntori Tirana followed behind in third place ahead of Ylli i Kuq Durrës . At the end of the season of six, newcomers Besa Kavaja and Dinamo Korça were both without a win. Because the two leaders quickly pulled away, Nëntori, Durrës and Kavaja skipped the last group game. Bottom line Dinamo even had three games less than the first two.
Flamurtari Vlora prevailed in Group B with just one point ahead of Bashkimi Elbasan and the strong newcomer Apolonia Fier . Shqiponja Gjirokastra and 8th Nëntori Shijak followed in fourth and fifth . Traktori Lushnja reached sixth group rank in his first league season, ahead of Tomori Berat and Spartaku Kuçova . For the following season, however, Shqiponja Gjirokastra no longer reported. Gjirokastra, Traktori, Tomori Berat and Spartaku descended into the then still second-class and new category e dytë .
Only one final game for the championship title took place in 1948. In a high-scoring game in Tirana , hosts Partizani beat Flamurtari Vlora 6-2 thanks to a four-pack from Zihni Gjinali and defended the Albanian championship title. Vlora was runner-up for the second time in the past three years.
